President Christophias undermines road safety efforts again

President Christophias has again undermined the efforts of those trying to promote road safety in Cyprus.

He has pardoned a former MP who owes €900 in traffic fines and has points on his licence for speeding. His reasoning is that the former DISY MP Andreas Themistocleous, is exempt from prosecution by the constitution. This however is disputed by many but supported by his appointee the Attorney General Petros Clerides. Instead of allowing the court to make the decision he has taken it upon himself.

This is not the first time the pair have undermined road safety efforts. In July 2008 the President pardoned a colleague Emily Lemoniati, a Paphos lawyer who was caught driving while already disqualified for serous traffic offences and was sentence to 30 days prison. On that occasion he refused to make any attempt to give reasoning or justify his decision saying, “I do not have to give the reasons behind my decision.” which in its self more than hints at partiality rather than the rule of law.

The Attorney General was instrumental in that decision as well. One wonders exactly what his job description is. He does not seem to be upholding the law in a fair, equal and unbiased way.

Failing to treat all people equally for traffic offences sends totally the wrong road safety message to the general public.

It also calls into serious question the Presidents’ and the Attorney Generals’ commitment to reducing road deaths and casualties in Cyprus.

If it held by a court that MPs are exempt prosecution for traffic offences then the anomaly should be rectified immediately. Any decisions and reasoning where exemptions are made regarding certain traffic laws should be transparent and available to public scrutiny.

Eleven arrested for speeding

Over the weekend members of the Provincial Road Sector Divisions, as well as members of the Traffic Police Headquarters and the Special Platoon of Motorcyclists (EOMO) from Police Headquarters, conducted traffic checks and detected 940 offences nationwide:

There were 92 for not wearing seat belts and non-hands free while driving.

Also, during the period 1726 breath tests were administered and 179 drivers were reported for driving a motor vehicle over the alcohol limit.

Members of the Traffic Police, recorded 11 drivers whose speed was between 151 and 199kmh instead of the 100kmh limit. All 11 drivers were arrested and were summoned to attend court later.

ΤΡΟΧΟΝΟΜΙΚΟΙ ΕΛΕΓΧΟΙ ΚΑΙ ΚΑΤΑΓΓΕΛΙΕΣ ΓΙΑ ΤΟ ΣΑΒΒΑΤΟΚΥΡΙΑΚΟ 7-8/04/2012

Το Σαββατοκύριακο 7-8/04/2012, τα μέλη των Κλάδων Τροχαίας των Επαρχιακών Διευθύνσεων, καθώς επίσης και τα μέλη Τροχαίας του Αρχηγείου Αστυνομίας και του Ειδικού Ουλαμού Μοτοσικλετιστών (Ε.Ο.ΜΟ) Αρχηγείου Αστυνομίας, διεξήγαγαν τροχονομικούς ελέγχους και προέβησαν στις πιο κάτω καταγγελίες:
Συγκεκριμένα, έγιναν παγκύπρια 940 καταγγελίες που αφορούσαν διάφορα τροχαία αδικήματα (92 για μη χρήση ζώνης ασφάλειας και μη ελεύθερα χέρια κατά την οδήγηση), ενώ εκδόθηκαν 41 γραπτές παρατηρήσεις.
Επίσης, κατά το πιο πάνω χρονικό διάστημα, έγιναν 1,726 έλεγχοι αλκοόλης και 179 οδηγοί καταγγέλθηκαν για οδήγηση μηχανοκίνητου οχήματος υπό την επήρεια οινοπνεύματος.
Εξάλλου, σε ότι αφορά την υπερβολική ταχύτητα, τα μέλη της Τροχαίας, κατέγραψαν 11 περιπτώσεις οδηγών σε αυτοκινητόδρομους, οι οποίοι οδηγούσαν με ταχύτητα μεταξύ 151 και 199 km/h (ψηλότερη που καταγράφηκε) αντί 100 που είναι το επιτρεπόμενο όριο. Και οι 11 οδηγοί συνελήφθηκαν και αφού κατηγορήθηκαν γραπτώς, αφέθηκαν ελεύθεροι για να κλητευθούν αργότερα.

Serious motorcycle crash

Paphos: A traffic collision occurred around 3.15 on 3rd April 2012, which seriously injured a 34 year old Paphos resident.

A car driven woman resident of Paphos with her daughter as passenger in Dimma Street towards Chlorakas Avenue, collided with the motorcycle driven by the 34 year old.

All were injured and were transported by ambulance to Paphos General Hospital. There first aid was rendered to the woman and her daughter.

On the 4th the situation deteriorated and the 34 year old was moved to Nicosia General Hospital Intensive Care Unit.

Σοβαρό τροχαίο δυστύχημα
*** Σε τροχαίο δυστύχημα που συνέβη γύρω στις 3.15 στις 3/4/2012, τραυματίστηκε σοβαρά 34χρονος κάτοικος Πάφου.
Συγκεκριμένα, αυτοκίνητο που οδηγούσε γυναίκα κάτοικος Πάφου με συνεπιβάτη την κόρη της, στη οδό Δίμμα με κατεύθυνση τη λεωφόρο Χλώρακας, κάτω από συνθήκες που διερευνώνται από την Αστυνομία, συγκρούστηκε με τη μοτοσικλέτα που οδηγούσε ο 34χρονος.
Από το δυστύχημα, τραυματίστηκαν και οι τρείς επιβαίνοντες στα οχήματα και μεταφέρθηκαν με ασθενοφόρο στο Γενικό Νοσοκομείο Πάφου. Εκεί παρασχέθηκαν οι πρώτες βοήθειες στη γυναίκα και την κόρη της ενώ ο 34χρονος κρατήθηκε για προληπτικούς λόγους.
Την 4/4/2012, η κατάσταση του 34χρονου επιδεινώθηκε και μεταφέρθηκε στο Γενικό Νοσοκομείο Λευκωσίας, όπου κρατείται στο Τμήμα Εντατικής Παρακολούθησης διασωληνωμένος.
Σημειώνεται ότι, κατά την ώρα του δυστυχήματος ο 34χρονος μοτοσικλετιστής έφερε προστατευτικό κράνος.
Η Τροχαία Πάφου συνεχίζει τις εξετάσεις για τα αίτια του δυστυχήματος.

Fatal car crash on SBA

LARNACA – A 37-year-old Romanian man died early on Friday on the Dhekelia – Xylophagou road in a fatal crash.

The driver lost control of his car which hit a road bump and stopped.

He was not seriously injured but was stuck by a passing car

He died and the SBA Police at Dhekelia British military base are investigating.

A passenger in the car suffered minor injuries.

18 year old dies of injuries

An 18 year old who was involved in a serious car crash on the 19th of March has died of his injuries.

He lost control of the car he was driving in Troodos Avenue, in Καντού and hit a tree.

Γύρω στις 10.30 το πρωί σήμερα, υπέκυψε στα τραύματά της , 18χρονη, η οποία νοσηλευόταν στο Νευροχειρουργικό Θάλαμο του Γενικού Νοσοκομείου Λεμεσού, μετά από σοβαρό τραυματισμό της σε τροχαίο δυστύχημα που σημειώθηκε στις 19 Μαρτίου, 2012 , στη λεωφόρο Τροόδους, στο χωριό Καντού, όταν κάτω από συνθήκες που διερευνώνται, η 18χρονη έ χασε τον έλεγχο του αυτοκινήτου που οδηγούσε, με αποτέλεσμα αυτό να προσκρούσει βίαια σε ελαιόδεντρο.

Proposal to facilitate cross-border motor vehicle registration

On 4 April the European Commission will present a legislative proposal to facilitate the registration of cars, vans, buses and trucks that were previously registered in another EU country.

The main benefits of this proposal will be:

People who work in another EU country than the one they reside in and who use a car registered by their employer will not need to re-register it.

Improvement for persons who spend a part of the year in another EU country who are often requested to re-register their vehicle.

Considerable simplification of the administrative formalities for the re-registration within the EU of cars, vans, buses and trucks (for example greatly reducing the formalities when moving residence from one EU country to another and when purchasing a second hand car from another EU country).

Motor vehicle registration problems were identified in the first EU Citizenship Report as one of the main obstacles faced by citizens when moving to or working in another EU country. They were also highlighted as one of the 20 main concerns with the Single Market.

Fatal crash

The Old Road Meneou to Pervolia, Larnaca: A car crash occurred at dawn today in which Nick Parissinos aged 44, a resident of Larnaca died.

The crash happened at around 5 am., when the driver lost control of his car, initially hitting a guardrail, then a tree trunk and came to a stop.

The driver was trapped in the wreckage of the vehicle and removal took the intervention of the Fire Department.

He was transferred by ambulance to Larnaca General Hospital where he was found to be dead.

Θανατηφόρο τροχαίο δυστύχημα
*** Σε νέο θανατηφόρο τροχαίο δυστύχημα που συνέβη τα ξημερώματα σήμερα στη Λάρνακα, έχασε τη ζωή του ο Νίκος Παρισσινός, 44 ετών, κάτοικος Λάρνακας.
Το δυστύχημα συνέβη γύρω στις 5π.μ., στον παλαιό δρόμο Μενεού – Περβολιών, όταν κάτω από συνθήκες που διερευνώνται, ο 44χρονος έχασε τον έλεγχο του αυτοκινήτου του, με αποτέλεσμα αυτό να προσκρούσει αρχικά στο προστατευτικό κιγκλίδωμα, στη συνέχεια σε κορμού δέντρου και να ακινητοποιηθεί.
Ο οδηγός εγκλωβίστηκε στα συντρίμμια του οχήματος του και για τον απεγκλωβισμό του χρειάστηκε η επέμβαση της Πυροσβεστικής Υπηρεσίας.
Μεταφέρθηκε με ασθενοφόρο στο Γενικό Νοσοκομείο Λάρνακας, όπου διαπιστώθηκε ο θάνατός του.
Παρακαλείται οποιοσδήποτε, γνωρίζει οτιδήποτε για τις συνθήκες, κάτω από τις οποίες συνέβη το δυστύχημα, να επικοινωνήσει με την Τροχαία Λάρνακας ή τον πλησιέστερο Αστυνομικό Σταθμός, ή με την Γραμμή Επικοινωνίας του Πολίτη, στον τηλεφωνικό αριθμό 1460.
Η Τροχαία Λάρνακας διερευνά τα αίτια του δυστυχήματος.

Results of a campaign to reduce road collisions

As part of ongoing police campaign to prevent and reduce road accidents, members of the Traffic Police Headquarters, the Special Motorcyclist Squad (EOMO), and the District Traffic Sector, conducted between the dates 30/03 – 1/4/20 12 road checks nationwide and detected a total of 541 offences as follows:

289 for speeding
132 complaints of driving motor vehicles under the influence of alcohol
45 for not wearing a seatbelt or helmet
34 complaints from persons who did not have their hands free while driving
41 complaints for other traffic offenses.

ΕΚΣΤΡΑΤΕΙΑ ΕΛΕΓΧΟΥ ΤΡΟΧΑΙΩΝ ΠΑΡΑΒΑΣΕΩΝ ΓΙΑ ΜΕΙΩΣΗ ΤΩΝ ΤΡΟΧΑΙΩΝ ΔΥΣΤΥΧΗΜΑΤΩΝ

Στο πλαίσιο της συνεχιζόμενης εκστρατείας της Αστυνομίας για πρόληψη και μείωση των τροχαίων δυστυχημάτων και για εμπέδωση της οδικής συνείδησης, μέλη της Τροχαίας Αρχηγείου, του Ειδικού Ουλαμού Μοτοσικλετιστών (Ε.Ο.ΜΟ), καθώς επίσης και των Επαρχιακών Κλάδων Τροχαίας, διενήργησαν μεταξύ των ημερομηνιών 30/03 – 1/4/2012 τροχονομικούς ελέγχους παγκύπρια και προέβησαν συνολικά σε 541 καταγγελίες ως ακολούθως:

Between dates 19/3/2012 – 01/04/2012, police conducted nationwide campaign for hands-free control while driving (cell phone use).

During the campaign there were a total of 1, 947 complaints as follows:

Μεταξύ των ημερομηνιών 19/3/2012 – 1/04/2012, διεξήχθη παγκύπρια εκστρατεία ελέγχου για ελεύθερα χέρια κατά την οδήγηση (χρήση κινητού τηλεφώνου).
